Flying at Luxembourg Airport: Yet Another Hurdle for General Aviation

General Aviation at Luxembourg Airport is increasingly caught up in red tape

The Grand Ducal Police have once again announced an “administrative update” that will make life even more complicated for General Aviation at Luxembourg Airport. As of 1 July 2025, new forms and procedures will be introduced for anyone requiring a background verification (VA) and an Airport Circulation Permit (TCA).

While these changes are described as “simplifying and streamlining” the process, the reality for GA pilots and aircraft owners is yet another layer of red tape.


What’s changing?

  • New versions of all application forms (see detailed list below).
  • Validity of supporting documents for VA extensions reduced to just one year.
  • A mandatory transition period from 1 July to 1 October 2025; after 1 October, only the new forms will be accepted.
  • Only electronic signatures compliant with LuxTrust standards will be accepted.

Detailed overview of the forms

1. Background Check Request Form (Version 11-2)

  • Required for all individuals who need background verification (VA).
  • Must be completed by pilots, maintenance staff, ground handlers and anyone needing access to restricted airport areas.
  • Includes personal details, employer information, and criminal record declaration.
  • New version (11-2) mandatory from 1 October 2025.

2. VA/TCA Application Form for Minors

  • Required for individuals under 18 years old applying for a VA or TCA.
  • Includes additional parental or guardian consent.

3. TCA Application Form (Titre de Circulation Aéroportuaire)

  • Required to request the physical airport circulation permit after passing the background check.
  • States which airport zones the holder needs access to and must be signed and sealed by the employer or organisation (e.g. aeroclub).

4. Information Sheet for Entities Submitting VA Requests

  • Intended for aeroclubs, companies and organisations submitting VA applications on behalf of their members or employees.
  • Details submission procedures, required documents, deadlines and the responsibilities of the employer/entity.

Important: Supporting documents for VA extensions will now only be valid for 12 months, so annual renewal will become mandatory.

All of this comes with a heavy administrative backoffice work for our flying clubs, driven by volunteers. They have a lot of extra workload because of all of this.


Time to think differently?

Each year the hurdles for General Aviation at Luxembourg Airport grow higher, and the call for a dedicated GA airfield in Luxembourg – where one can move and fly freely and without the layers of Findel’s red tape – is becoming more and more attractive.
